Insurance defense attorney 1988–1990 with Rawlings, Olson, and Cannon of Las Vegas. Established Mullins Law Firm December 1990-present.
Born: Hudson, New York, December 31, 1962
After graduating Buffalo State College with a Bachelor of Science degree (cum laude) in 1985, Neil then earned his Juris Doctorate Degree from the University of Oklahoma in 1988. He clerked for the late, Honorable John B. Doolin, Chief Justice of the Oklahoma Supreme Court from 1987 to 1988.
Upon graduation from law school in 1988 and ceasing his Clerkship with Chief Justice Doolin, he passed the Nevada Bar in 1988 and was admitted to the

- US District Court, District of Nevada
- District of Nevada
- US Court of Appeals for the Ninth Circuit.
Neil is a member of the:
- Clark County and American Bar Associations Sections on Litigation and Family Law
- State Bar of Nevada (where he is a court-appointed arbitrator)

- Nevada Trial Lawyers Association.
Neil's hobbies and interests include, golf, politics, the Boston Red Sox, Celtics, and (of course) the Oklahoma Sooners, history, and horseback riding.
